question on exhaust connections

Are the joints of saab exhaust meant to rotate after bring clamped down?
I am replacing parts of my exhaust and I am using saab clamps . They tighten down until they are maxed out (i.e. the two parts of the clamp are touching each other - they are tightened to their capacity).
This does keep the two sections of the exhaust together well enough, but it allows them to rotate. The result of this rotation is that the piece just in front of the muffler twists down so that it's big elbow part hangs a number of inches below the rest of the undercarriage.
As i quick fix I have strapped it up at that elbow by attaching it to the bolt for the exhaust flashing/sheild, but this feels like a bad hack.
Is this a feature or a bug?
