Thats pretty much what mine (2000 9-3 base model w/95,000 miles) did. It eventally got the point where it did it every time I started the car, but I distinctly remember the stage where the incline mattered.
First, I don't know what caused it. Here's what I can tell you.
1. I upgraded the PCV system to upgrade #6 and it didn't make any difference in the smoke (I'm sure it helped other things).
2. Some people mentioned that in their cars, oil was getting into the metal line that runs generally from around the dipstick tube along the top side of the passenger side of the valve cover to a banjo fitting on the turbo air intake. I took mine off and it was completely dry with no evidence of any oil. I cleaned it anyway and it made no difference in the smoke.
3. Some people will say blue smoke = turbo seal failure. IF turbos were a dime a dozen, I would have just popped one in to see if it helped. But it seemed odd to me that a turbo seal failure would only result in smoke on startup and that my oil consumption between 5k changes was nondetectable. I never (not once) had to add oil. That just seemed weird and un-turbo-like to me.
4. So I threw in some Auto-Rx and the smoke went away entirely during the first rinse phase. It is still early goings (2 months), but the smoke is totally gone. Maybe it was a valve seal leak? Who knows.
If you ever figure it out, let me know.
