Can't go above 3,500 rpm

Today when driving in a 55mph zone in 5th gear I downshifted to 3rd to overtake a car, but my Saab stopped accelerating and wouldn't go above 3,500 rpm. This happened for all gears: 1st gear can't go above 4,000 rpm, 2nd and 3rd can't go above 3,500, and 4th and 5th can't excede 3,000. Also, when in neutral and/or when the clutch is completely depressed the car won't idle to 1,000rpm until fully stopped (I don't remember it being like this before). At first I thought it was the clutch cable, but now I'm not certain.
