It's a well known fact that the 96-98 900 non turbo is very difficult to make set the readiness codes.
Sometimes if your State has that is to take it to a referee station and have them pass it on a waiver as long as all smog devices are there and in working order.
This is a glitch in the software of the fuel computer that makes it extra tough to fulfill readiness.
Oxygen sensors has to be tip-top and coolant thermostat has to be the proper heat range and not too cold.
Still, it can be almost impossible to get it to set readiness.
