Retorque of existing bolts is the sanctioned method by Saab to deal with the problem.
Replacing the bolts and retorque head gasket is something that I have decided to do myself since I don't like the original bolts installed.
If I had the car here, I would probably replace the bolts with the old style ones that I'm using and torque the gasket back to the older harder specs, but that's just me, and many other mechanics would most likely not know about the old and new bolts and the old and new torque specs so in that case, it is better to leave it alone.
Since the head gasket has already been compromised with that loose #10 head bolt in your engine before the retorque, it might or might not last until 200K. It's impossible to say.
The only way to be sure would be to replace the head gasket and bolts.
