The hand brakes are not too difficult to repair. PMI has a nice site with pictures on how to do this. (http://www.geocities.com/ng900set/main)
I don't think there are any springs outside the rotors so you might only need to clean and adjust them. Mine were freezing so I cleaned them up and put a little grease on the contact points where the shoes meet the back plate. Also check the inner contatct surface of the rotor. If the brakes have been over-tightened and there is a deep groove you will need to replace them as well.
