P-0130 is only a general code for O2 sensor and not a valid Saab code for a 99 9-3 with T5 fuel injection system.
With a Tech 2 you might get P-0131 or 0132 which would more specify which way the system is going.
Any air leak or vacuum leak before the oxygen sensor could create a code like that together with a flaky Map sensor or air mass meter.
It's possible for me to diagnose it further without studying live data when driving and see what the different sensors are doing.
