No, you don't need the tension tool but a good portion of automotive experience with timing belts.
This belt, or more so the two eccentric idler pulleys and tensioner pulley is among the more difficult ones to figure out the first time of all cars using a timing belt.
It is many out there that have done it them self but if done wrong, the consequences are bad.
It has been talked about to great length though on this and the 9-5 board so you will find all info you need.
