Problems folding down the back seats.

Ok, so this is a 2000 9-3.
The short question: How do you pull the plastic pieces off of the top of the bar that holds the back seats up?
The longer explanation: When I first purchased the car with about 40k miles, it was sometimes a little difficult to fold down the back seats. I'd have to pull the handle on right side a few times in order to actuate the lock that's on the left side. Gradually it worsened, I'm thinking the cable that goes across to the left side was stretching out, and I started using a screwdriver to pull up on the cable on the left side while pulling the handle. This worked for a while longer because I couldn't figure out how to get the plastic tops off of the bar that the cable goes through. Today I tried my little screwdriver trick, but this time the loop at the end of the cable popped off and now there's no way to fold the seats down. I'm pretty sure that if I can get into that bar I can fix this, but I can't figure out how to do that.
