I am so sick of the ball joints on my '99 9-3. The new boot kits for them are a nightmare to install. I finally did it right and before I was even done, I already had a tear in the side.
I am not going to spend another $20 and too much time to try again, so I honestly ask what happens if the ball joints wear out completely. Or the boot just has a hole it in. When I just did the job the boot was long gone anyway.
Also a great trick someone had posted before was to put the bottom washer over a pipe, the then place the pipe over the boot and slide the bottom retaining washer down. I used what I think was 1.5 inch PVC and it worked great. THe best answer is to probably change to Cir clips.
