NG900 SET - revs 'hang'

My new to me '95 900SE-T has a wierd quirk that I can't figure out. If I accelerate enthusiastically and shift at over 4000 rpm, when I release the accelerator and push in the clutch, the rpms don't drop for a second or two. Sometimes they even seem to increase a bit. I have cleaned the IAC valve and throttle body (replaced the 0-ring), and adjusted the throttle cable. I also replaced all the vacuum hoses. Nothing seems to be hanging up in the throttle linkage, at least with everything apart. Idle is rock steady at 950rpm. Wierd, no? Anyone have any ideas?
