New surging idle suspect: Bypass Valve O-Ring

I'm waiting on this to arrive from EEuro - but wanted to see if I could get an opinion. Please chime in!!!
2001 9-3 SE HOT Automatic
Would a missing o-ring at the bypass valve pipe (where the bypass charge dumps back into the intake plumbing before the turbo) cause the idle surge surging/wandering/falling to near stall/zooming up/lurching at stoplights/etc? After a great deal of invested time and money I noticed this o-ring is painfully missing...
Occasionally shows up as lean as well. I replaced all vacuum lines; replaced the MAF; replaced the O2 sensor.
I was left with the TB (not for the lean readings, but the surging). Bought a rebuilt from BBA, no difference. $220 down the drain (but now I have a TB with a warranty...so that's...something...).
Thoughts?
