If so, it's the PVC nipple. They harden and break all the time. When you replace it, get the o ring (rubber bushing) too as these soften over time. BTW, this will not cause the engine to not start. It will cause the engine to leak a little oil when running and possibly idle funny.
You are right that either a DIC or fuel pump can cause your problem. Get a cheap voltmeter at Lowes or a hardware store, flip up the back seat and check the two connectors under the big round cover for voltage. One is for the pump and one is for the gas guage sending unit. If you don't know which is which, disconnect one a time and watch for the gas guage to change, then test the other one for voltage (12-VDC). If you have voltage and don't hear the pump running that's probably it. You can try hitting the bottom of the tank with a rubber mallet while someone else cranks the car, but if it starts, it may not get you all the way home.
