if you are suggesting that you remove one bolt, then retorque, then do the next one, I'd give a definite "no". If you're going to change them, loosen them all, change them out one at a time, then torque in stages.
If you don't change them, do the torque in stages too, perhaps with an extra stage up front to get everything equal (the front corner will be comparatively loose and you want every thing closer to even before you start gong heavy), then tighten them up as described.
Personally, I didn't do the last mighty 90 degree pull, I modified it to about 45 degrees. I had concerns about reusing the bolts and initial stretch that had already taken place. So, I pulled to about 45 degrees. Note that all the bolts in my motor started below even the torque of the pull before that final pull.
