I encountered this problem on my '00 9-3 Base 2.0T as well as the electrical issue you responded to. The best quick way to find out, I found, is to straighten out a coat hanger, slide it down the oil fill tube and scrape around a bit. If your hanger comes up with black chunks on it, you've got sludge, extent unknown. For a more complete picture you could remove the valve cover - not sure if you can go there pre-purchase.
If you find some sludge and do decide to buy this vehcile, I'd recommend an Auto-Rx treatment and dropping the pan to clean it and the uptake screen. The latter is not as easy as you may think - involves loosening the subframe, removing the exhaust, etc. Expect about 4-5 hours yourself or $350-$400 at an indy.
