MA emission woes

Our '96 Saab 900S (2.3 NA) failed the Masachusetts emission inspection because it tested "not ready." The tech said to drive it a while and come back. Well, we've put over 600 mixed highway and city miles on the car and it still tests "not ready." The check engine light appears to work, but has never come on in the year or so (about 5,000 miles) we have owned the car. Surely 5,000 miles is enough to reset after any CELs the prior owner may have had. Any ideas?
