On my 2001 it's on the left (USA driver's) side, facing aft. I removed the splash shield to find it the first time, now I can use a deep=well socket (13mm?) on a long extension. Feed the extension horizontally towards the radiator. The valve is plastic so be gentle with the wrench.
After loosening it, I push a piece of garden hose onto the nozzle & use that to twist it open & closed.
Dean & a lot of other people prefer to un-do the lower radiator hose instead.
