When you take the cable off from the handbrake's pull-rod, slather the whole end of that thing with grease. When I did mine, the PB Blaster got the nut loose pretty quickly. But there was enough rust from there to the end of the threaded rod; so the nut got progressively tighter until I couldn't go any direction.
PB Blaster & stuff like that is good for breaking it loose. It is NOT a lubricant.
