I bought a 2000 SAAB 93 (base 185hp B205 engine) a few months ago with the same problem... as it turned out, it was really 4 problems I had:
1. Faulty/worn out APC valve with solenoid (cheap fix on the B205 engine, more expensive to fix on the B204). Replacing that fixed 80% of the problem. But still had hesitation at low engine speeds and it felt like the boost was being bled off inconsistantly at higher speeds.
2. Some minor vacuum leaks... replaced some old hoses... cheap but not the cause of the problem
3. Worn spark plugs. Replaced with the correct NGK spark plugs. This fixed the hesitation at low engine speeds... still felt like boost was being bled off
4. Faulty/worn out MAF sensor. Replaced with a remanufactured part. Cost $127 plus shipping and tax (http://www.rockauto.com). Installed it myself. It was easy. This completely fixed the problem.
Only the 185HP B205 as a MAF Sensor. The high output turbo has a MAP sensor. Make sure you know which engine you have.
In total, I spent about $600 doing all of the above stuff using an independent mechanic.
Note that I only paid $2500 for my Saab 93 and I knew going it it had some issues.
