I think yours are the same as my '00 9-3 Base, which I just replaced. Look for the foglight assemblies on E-Bay, you can save a lot.
As for the replacements, you might be able to do this on the ground but it's much easier at eye-level on a lift. Each light assembly has 3 bolts (one is a plastic-seated stud on the inward-facing flange of the assembly that will be a challenge if it has siezed). You need a standard socket (10mm?) - and probably some PB dissolver and a vice grips if those nuts are rusted on.
The wiring clips just pull off and there is a plastic clip holding the connector to the assembly. When you remove the assembly you'll have to pull the maroon clamp out of the connector to release from the wiring harness.
Expect about 20-30 mins per assembly. Fairly easy.
There is also an alighment screw on back to adjust once you get the new set working.
