You have a few options.
1. Use a impact wrench on the 21mm nut. The speed and torque does the trick without having to hold the 9mm.
2. Insert a 1/4 in drive 9mm socket into a 21mm 1/2 in drive deep socket. Put an extension on the 1/4 in socket and allow it to stick through the 1/2 inch drive of the 21mm. Hold the 21mm with a vice grip and use the 1/4 ratchet to loosen the 9mm.
3. Same as above but use a 1/2 inch drive 21mm socket with a hexagonal top (this may be a specialty item) that allows you to put a wrench on it. Then you can awoid using the vice grips on your good tools.
I have done it with both techniques 1 and 2, so it is indeed possible. Good luck!
