IF you remove the idler pulley (very easy on my 2000 9-3) and spin the pulley with your hand, an old pulley that needs replacement will spin and keep spinning and sound a little crunchy - kind of like a cheap skateboard wheel from the 1980's.
A new idler pulley won't keep spinning very much at all. It will feel like the bearings are packed with a thick grease.
Or you can just change it out every 50k or so. That's what I do.
I have noticed that the Scan Tech idler pulley I used didn't last as long as the OEM one, for what that's worth.
