Parking Brake Adjustment at rear wheels

I put new rear OEM rotors/pads/spring clips on my 00 9-3 SE for the first time at 127k yesterday. While I was there I thought I would address the lack of a parking brake for the last few months by tightening the star adjusters a bit so they would get some bite once the new rotors were installed. Here is what I did...
parking brake OFF
verified rotor spun freely
pulled up 5 clicks on brake lever
tightened star adjuster on both wheels a half turn
verified rotor is locked
parking brake OFF
verified rotor spun freely
So fine, I thought. I drive the car and it feels like the brakes are dragging. Gas mileage plummets to 12 mpg and car does not coast well indicating drag. Rear brakes get very hot, hotter than front brakes which do most of the work.
Jacked up the car and loosened the star adjusters a bit just enough to reduce drag with brake off and have no parking brake again. With the rotor off the parking brake shoes looked like new, I cleaned and put a bit of lube in the appropriate places.
So we have to live with this??
