The wastegate/flapper arm sgould move very easily. In other words, if you were to disconnect it from the diaphram arm it should fall down on it's own. That's how loose it should be for reference. After spraying it like heck and letting it sit (cool) then get in there and work it back and forth. This happens a lot as they can get frozen with rust and what not. Hopefully nothing has broken off the turbo and wedged itself in the wastgate. How long has this been happening as I would think it would take some time being in the same position to stick so bad, thus no boost for a while?
