I have a 99 9-3 auto trans. with 138000+ on it. I had a CEL earlier this year - it was a misfiring cylinder and an O2 sensor code. My fear was that I was going to have to replace the first O2 sensor since it too is the original. I had NGK BCPR7es plugs in it, so I decided the first and least expensive option would be change to BCPR6es plugs and put some dielectric grease on the ends of the plugs that meet the ignition cassette. The CEL went away and has not come back, I think because the 6es plugs are a little hotter, and after applying the silicone it idles much smoother and doesn't misfire anymore.
As far as mileage goes, I've been tracking it for the last month and have been getting over 27 mpg. I drive 30% city and 70% highway and drive a little over 70 miles a day. If your wife does mostly stop & go driving that may be the reason right there. Otherwise, I'd try changing spark plugs, maybe the oil you're using (i.e. from 10w-30 to 5w-30) and a higher octane fuel.
These are merely suggestions and a lot less expensive than changing the O2 sensor (probably unnecessary since no mention of CEL). Hope it helps.
