I had the same symptoms... except that my heat was on all the time, summer and winter. I diagnosed the problem as the blending damper stuck partially open to the heating coil even though it was supposed to be fully closed to heating and fully open to the cooling coil. My stepping motors worked fine. The motor for the blending damper did not have enough torque to position the damper for full cooling due to binding of the damper.
To remedy the situation, I had to access the damper by disassembling the heater housing (including the entire fascia) and trimming a small amount of the rubber gasket around the perimeter of the damper. Disassembly and reassembly was a huge job!
I just finished reassembly today but now have diagnostic problems when I try to recalibrate the system by pressing Auto-Off... but that's another issue, related, I'm sure, to reassembly.
