Loose overflow plug at back left of engine block?

So sorry if terminology is incorrect, I'm learning what things are properly called as they break for the first time, and I have to fix them.
1997 SE 2.0 Turbo
Lifting off the plastic cover around the oil dipstick and cap, and on the back left of the engine block there is a little hose that goes into the block. This hose actually splits into a Y, with the larger part going around with hose clamps to a metal line around the left side of the engine, and the smaller part goes back.
This connector is loose, and was able to pull straight out of the block.
What's the proper name for the part? I'm assuming it's not supposed to be loose, so I'll replace it; but is this a sign of bigger problems?
Additionally - related? - the paint seems to be peeling off the engine block. Thermostat says things are ok, but am I overheating the car?
Driving is spirited, borderline aggressive during rush-hour (I find the open spot and use the turbo to get there), Thermostat says holding middle range. I'm in Milwaukee, currently 70F out, not running AC.
Any and all thoughts would be appreciated. I'm not afraid to get in and figure things out (replaced slave clutch cylinder on C900 a few years ago), but some guidance would be quite helpful. Haynes didn't seem to have pictures of what I'm looking at.
