Saabs have positive offset - the wheel is inwards. With 7mm less offset, the wheel is displaced 7mm less inwards, so effectively it moves 7mm outwards. (Assuming you have the correct stock offset for that wheel specificed).
7mm is not a lot, but it is measureable. It will probably come down to which tires you choose. Note that the actual width of tires varies by manufacturer and model (see tires specs at tire rack for some info). Tires vary around 10mm across the tread, or about 5mm per side. Worst case scenario is a wider tire and less offet.
Most Saab's tend to rub on the inside when there are issues. I don't know that that means there's that much extra clearance on the outside though. You could do some measuring, keeping in mind that you have to account for distortion at speed and body roll as well as the offset and actual tire width.
I would be reluctant to use them. You change bearing loads when you change offset that much. MHO.
