Steering Safety Issue

Hi,
My steering wheel was at about 2 o'clock with the wheels straight (the car is aligned too). So I took off the steering wheel and had to file off the nib that sticks up on the threaded stem the steering wheel goes on, so that I could put the steering wheel back at 12 o'clock. Well the steering wheel still seems to be creeping to the right, but more disconcerting is the behaviour of the steering. It is becoming quite squirrely/unstable near the locks. I guess the steering rack (GM - Saginaw [who knew there were Saginaw Indians in Sweden ;-) ]) is jumping cogs ? Does this mean I need a new steering rack ? I fear the price of that with labor to exceed the value of the car. Anyway, am I approaching a safety risk by continuing to drive it like this ?
