Figuring Out Cause for "Dead" Passenger Seat

Just purchased a 1997 SAAB 900SE. It has power seats. Trouble is, the passenger seat is "dead." No matter which way I try to move the seat,
it won't. There is no sound of a motor trying to move either. Found the fuse for the seat was blown, but when I replaced it, nothing changed.
also, the new fuse did not blow.
As I was looking closer under the seat, I noticed there was one of those
cube-like fuses (medium green) lying on the floor under the seat.
I can't determine whether the cube actually fell out of the power seat and is the cause for it not working....or it is an extra fuse improperly stored...under the seat.
Any ideas where the cube/fuse is supposed to be...and/or what I might do to figure out what's keeping the seat from functioning.
