Jumping from a live fuse socket (like #4) to #32 bypasses the relay - it's what WIS says to do to test the fuel pump. If you jump the fuse sockets and your pump doesn't run AND you're getting 12V at the pump, it's the pump. Make sure you're bypassing to the correct side of the fuse socket (I believe you take the voltage from the top of 4 and feed to the bottom of 32)
There will not be a constant 12V to the pump when you turn the key on. There is only a short burst of voltage when you first crank the engine until the computer sees that the engine has started (via sensors)properly at which point you would see a constant voltage at the pump.
Do the bypass test, and make sure you are measuring at the correct wire. You may be measuring the wrong wire. If I recall when my GF's 9-3 gave out I was poking around to figure out which wire was the correct one. There are two connectors under cover with a total of, I think, 6 wires, and there was one wire that gave 5V that wasn't the right wire. I think the correct wire was green and black, but it was awhile ago so I'm not sure. Once I figured out the right wire, I could see 12V with the bypass but no pump running.
