Different stories on torque for axle nut.

Ok, I recently purchased the 'now available in the US' Haynes manual covering the 98-02 9-3 and noticed that they had two torques for the front axle nut:
"Driveshaft/hub nut (w/o groove) 290Nm / 214 lb ft"
"Driveshaft/hub nut (with top groove) 170Nm + 45 degrees"
Which got me thinking. I know the new nut with the grooves or whatever you want to call it is standard issue and is used to replace the old plain nut.
Every post that I've seen that deal with this (wheel bearing posts, strut install posts, etc) that mention a torque spec for the axle nut gives the 214 lb ft spec. In addition, I have a copy of the WIS (which I now think is out of date (of course it's dated just by virtue of the car it covers) for my '99 9-3 states the 290Nm/214 lb ft.
After researching, I found this TSB posted on Townsend's sight:

The TSB is about the nut change and also specifies the 170 + 45 spec and states it covers ALL 9-3s and was issued back in January 1999.
Which is correct? 290Nm/214 lb ft or 170Nm + 45 degrees?
