Fuel pump voltage

My SAAB ('97 900 SET 2.0 149K) is not starting and it was acting like a bad fuel pump - I did one at about 110K so I really didn't believe that it could be bad already. I could not hear the pump running when I turn the ignition to on, so I disconnected the fuel pump connector under the seat, and while cranking get 10.5 volts, so maybe its the pump. But here's the thing. I also ran a jumper from the battery directly to the pump and I hear its obvious whine. The battery has 12.3 volts (which may be down due to all the cranking I have been doing).
So I have a couple of questions
1. Could it be that the pump is fine and just not getting enough juice (12V or more) to work? If so, what do I do now?
2. Does anybody have any reason not to do a test where I jump the motor WHILE cranking to see if it will start then??
3. Should the fuel pump do its initial whine when turning the ignition on EVERY time or if you do it once and build up pressure, will it only do it the FIRST time on sequential tries?
