Yes, they are both supposed to be lit. To get the headlight switch bulb out, take some needle nose pliers and squeeze the two tabs in the middle of the back. The bulb will come out, attached to a long skinny holder. The bulb for the dimmer is on a twist-lock base. Give it a quarter turn with a small flat-bladed screwdriver and it will pop out. If you're handy with a soldering iron, you can replace the dimmer's bulb with a Radio Shack 272-1092 bulb. They're two for $1.79. Get a 2723 bulb for the headlight switch. The original is very dim, and a 2723 will make the switch about as bright as the other switches on the dash. Checker, Schuck's, and Kragen stores have them in the Sylvania bulb section. They're the same size as the original, but twice as bright (2.3 watts).
