I've had my 99 9-3 for 7 years next week - 140K now. You should change out the serp belt and pulleys - medium difficulty DIY. Change out the air and fuel filters, oil and plugs. May want to clean the throttle body. Change the tranny fluid - manual takes the MTF63 I Recall. Take the wheel off and add fluid through the check plug w/ a hose/funnel. I couldn't get the fill plug open - I'm planning to check mine and top-off today.
I also had the DIC fail twice - you may want to pick one up as a spare - rather than wait for one since may not be avail. locally. I also changed my crankshaft position sensor. It's a very dependable car and should last a long time w/ proper maintenance. Good luck!
