Either car will tow 1500lbs like it isn't even there. I currently have a '95 900SE, but owned an '02 Golf TDI in the past. Have towed such with both. I own one of the $300 4x8 harbor Freight Chinese-Junk trailers. I would call it a wash - the advantage is that the VW will get FAR better mileage, though with the current price of diesel vs. gas that may be a wash. The Saab has a somewhat stronger clutch (assuming both are manual transmission. In either car though, don't be afraid to let the engine rev on the climbs - better than slogging away at low rpm. And in either case SLOW DOWN. You will need more space to stop, especially down hill.
And now the usual silliness about needing a truck to tow some tiny trailer begins. If you are towing 10000lbs you need a truck. If I put myself and 4 equally large friends in the car that would be more than 1500lbs. Somehow folks in Europe haul trailers all over creation (and over the Alps) without owning giant, gas sucking trucks.
