Not sure where you heard about it draining your battery faster, but I'm not so sure that it is true.
But it can't hurt to remove it from the car. I did this on my 2002 9-5 Arc last year.
You'll need to locate the electronics for it, but you should be able to simply disconnect and remove it. No Tech 2 required. My 2002 9-5 hasn't complained since I took it out, and that's almost a year now.
You'll need to find a blank switch to replace the OffStar button in the dash. You also might want to dig in behind the dash and remove or disconnect the OffStar harness from the phone connector to the radio.
