Loose bolt on oil pan? oil loss?

I have a 97 900NG Turbo. Been seeing some oil loss recently. My suspicions were: failing turbo, or my generic dipstick coming off and venting some oil. I haven't seen the blue smoke, but there is some oil around the connection hose from the turbo to the intercooler. The dipstick: well, that is a long story, but it sometimes doesn't fasten correctly.
However, while putting my summer tires on, I did a inspection and found a loose bolt on the oil pan. Oil pan was put in about 6 years ago. It was on the corner bolt by the pass wheel well. There was a lot of oil leaking in the area, although I couldn't tell immediately if it was from the pan or from the front seal in the same area.
My thinking is that the pan may have been installed incorrectly, the loose bolt would mean the gasket wouldn't be cured and/or sticking, and I need to drop the oil pan and re-install. Any thoughts? I would have to get someone to do that for me as I think dropping the pan may be outside my technical limits.
Would a loose bolt on the oil pan be causing the oil loss? I don't drive the car much, almost 90% short city trips, and need to add oil every 3 months or so. (mobil 1, six month intervals, about 4000 miles).
Thanks for any ideas. If I do drop the pan and the subframe, I guess I could work on the other new problem: a torn boot on the front sway bar endlinks.
