1) After you remove the cover from the top of the B pillar, remove the seat belt guide ring by removing the one Torx (T-50) bolt that holds it. I have often found an embedded crust (residue from sunscreen, make-up, sweat, dirt, etc.) around the slot the guides the seat belt. This build-up causes considerable drag on the retracting belt. Check both the front and rear surfaces of the guide and clean away any accumulated crud. Then apply a light spray of silicone or Teflon to help eliminate any drag on the belt, and reinstall the guide ring.
2) If the edges of the seat belt are a little frayed from use, this can also contribute to seat belt drag. Locate the frayed section (usually the most used part of the belt near the buckle) and use a butane lighter to melt the frayed strands. Like most synthetic materials, the seat belt material reacts very quickly to heat. Move the butane lighter quickly along the edge of the seat belt to melt and polish the frayed bits. Make several quick passes along the edge to prevent damaging the seat belt.
