You may be happy extending your search to a 1998. That year changed over to the hydraulic clutch and top motor so it would be very similar to the 1999. I just picked up a 2002 SE for my daughter and I'm happy with the car so far.
T7 is nice after you get used to it and it is less affected by temperature. If you're into modding then go for the T5. You can add your own boost controller and really increase the hp.
The 00 thru 03 models are more sludge prone but this only happeded in 5-10 percent of the cars. Look for one that has been well maintained because most sludging can be traced back to some type of neglect or severe conditions. The way I look at it is that most of the bad cars from this era have been weeded out at this point. A thorough inspection before purchase is always a sound investment.
