The venting of the tank. As the car consumes gas, the space needs to be taken up by air. If the tank isn't allowing air in, a vacuum is created in the tank which makes it harder for the fuel to circulate.
You can try an experiment - when the level drops and the car starts acting up, try unscrewing the filler cap to see if the tank suddenly sucks air in. If you hear a sucking sound, and the car runs ok after that, a vacuum is being created in the tank somehow. It may be a stuck valve.
