They go without warning somewhere after 45K miles. If you don't know when it has been done, do it promptly.
The water pump job is a 4 hour pain, but not too difficult for advanced DIY. It's possible it's just the seal but it's awfully hard to tell and a lot of labor for either, so I'd do the pump. Be sure to hone the opening into the engine with some #400 sandpaper - it will be a little corroded.
The ball joints don't usually wear, but the bushings in the lower control arms do and they go hand in hand. If you don't have any vibration or wear issues and they feel tight, let it ride.
