The steering rack itself wouldn't cause the problems you've described. Without being in the car to get a feel of it, one can really only speculate. Here are the parts that come to mind that could possibly cause the problem: Tie rod ends or tie rod bushings (unlikely anybody could look at the car and not notice these being bad though), steering rack bushings (large rubber bushings that hold the entire rack), stanchion arm bushings, inner or outer control arm bushings, or strut mounts. Aside from the strut mounts, most of these parts are relatively inexpensive, but labor for control arm or stanchion arm bushings could get a bit high. There's also a possibility the front subframe (steel structure bolted to the main structure of the car) has suffered a crack. If you don't have the capacity, or know somebody who does, to really check each of these components individually I would suggest finding a local alignment shop, as opposed to a total care service center, and having them check over the front end.
