e-brake/parking brake/emergency brake hard to pull up

So I haven't been able to pull up the handle enough to engage the brake - two clicks maybe, then it just won't go any further.
Needed to do rear brakes anyway, so I ordered rotors (and set screws!) and pads. Rotors are off now and I've got the parking brake shoes exposed. Still, the handle only pulls up a couple clicks and the shoes don't obviously move. Unfortunately, I don't have a second person to look while I pull. Or vice versa.
How does one test the mechanism at each wheel? Should all the parts just move? Unfortunately, the dust shield is sort of in the way so it's hard to see the whole thing together. I figure if I can verify the mechanism at each wheel is loose and moving, then it's definitely the cable. I don't want it to be, sounds like a complete pain to replace. Can I lubricate the cable into its housings? Can I use a pair of vise grips to pull back on the cable to try to loosen it up?
