fuel gauge readings/issue

A couple of yrs ago i replaced my instrument cluster with the right part # from Goldwings. The piece is perfect. Ive been having problems getting the fuel gauge to read full with a full tank of gas.I have 2 fuel pump assemblies(both good). With 1 assembly it will read like 3/4 + when full, and the other it will read about 7/8 when full. This is verified with the fuel pump assembly outside the tank as well, with me just lifting the float arm manually.When i short out the fuel gauge at the fuel pump area, the gauge goes ALL the way up to full. The fuel gauge readings are accurate though,, just not when its full. If i go and fill up at the 1/2 tank mark, it will take the correct amount of fuel.Can this be corrected with a Tech II tool, and if so, how much $, or time should it take?..Should i just leave all well alone?
