Problem with a PS fluid dump

1995 900S 2.3L Convertible, 170K
About 2 blocks from home today, the power steering started whining. Its never made a sound before. I pull in the garage and it procedes to dump all of the PS fluid on the garage floor.
I let it cool off (hot out today) and then went out to inspect where the problem originated. The left side (drive belt) of the engine compartment is coated in PS fluid. The PS fluid in the bottle was clear but extrememly low (maybe a half inch.) I cleaned all of the PS fluid up from the engine wiping the pump, high line (all the way under the radiator), intake, etc. up so I could see where the leak was coming from.
I filled the PS bottle to the recommended fill line and then started the engine and watched the pump, high line, intake, etc to see where the problem was.
Nothing. Not a drop leaking anywhere. Turned the wheel several times and still nothing. Steering is quiet except if you turn it several times at rest, it will eventually make a mild whine; but I think that was normal before this episode.
So what gives? Is there anything that would make it blow all its PS fluid and then stop leaking? Like it hit some pressure threshold and then dumped? I thought maybe it was the high line where it goes under the radiator but I don't see anything down there, either. The PS level is holding in the bottle, as well. However, its frothy/milky instead of its normal clear color (air.)
Any ideas? TIA and sorry about the length but I wanted to be thorough.
