How to adjust the brake booster rod ?

Hi all, I have a 1999 9-3se AT, T5. After purchasing the car I had to replace the brake pads. So I did with the EBC Redstuff and Brembo disc all around. Car was good till I noticed that when I back down to the street car would not stop.I thought that the MC was shot so I replaced it and the brake booster. Since then my brakes are very poor. No panic stops in this car. I have bench bled the MC, bled the brakes three time with a power bleeder. Still I have to stand on the pedal before the car gently stops. So, i was wondering if I could adjust the rod length to the brake booster to increase my stopping power ? If so which way do I turn the rod ? how can I also make sure that the spring are set the right way ? Is there a top or bottom on these spring ? Mine do not seem to touch the pads. All replaced equipment is below 100 miles. Thanks in advance.
