Normally the gauge will be bottomed out when the car is off, but if you turn the key to the ON position and wait, it will rise to the top of the white area, which means atmospheric pressure. After you start the car, it will dip close to the bottom and stay there at idle. As Ron said, this shows there is vacuum in the manifold. The only times it should bottom out while driving are when the throttle is closed (e.g. engine braking).
Does yours follow this behavior at startup? It's unclear from your description whether the gauge isn't moving at all, or is only moving through part of its range.
