My experience with Honda as well as C900 & OG9.3, the offset changes with width. Seems like there would be 3 things to balance against each other.
1) Bearing loads will be unchanged, if the offset is unchanged.
2) Clearance between tire & outboard structures (fender) vs. clearance with inboard structures (spring/shock). The clearance inboard vs. outboard is probably not exactly the same. There's more room one way or the other, depending on the details, and not some overall general blanket statement.
3) Visual appearance of the tire. Possibly they've designed for the widest possible wheel/tire, then adjusted width & offset for the narrower ones to have "acceptable" appearance. You would hope they've picked bearings suitable for the loading of any of the various stock wheels.
