Yes, T-7 engines don't have a separate idle-control valve (AICV).
Cold-start enrichment isn't accomplished by fuel pressure. FPR is supposed to maintain fuel pressure in relationship to manifold vacuum/pressure. Then fuel rate is adjusted by the duration of the injectors firing.
